🌺 Our Purpose
Disasters leave behind more than damaged homes—they disrupt lives, create uncertainty, and often leave individuals, families, businesses, and organizations overwhelmed by the process of seeking recovery assistance.
Following Super Typhoon Sinlaku, our team saw firsthand that many members of our community were not unable to recover because they lacked determination—they simply faced barriers that made accessing assistance difficult. Some had no internet service. Others had limited computer experience, no transportation, physical limitations, language barriers, demanding work schedules, or were caring for loved ones while trying to rebuild their own lives.
For many, the technology and documentation required to apply for disaster assistance became another obstacle during an already difficult time.
Recognizing these challenges, LAM Disaster Recovery Technical Support was established to bridge the gap between our community and available recovery resources through compassionate, personalized technical assistance.
LAM is a community-based nonprofit organization dedicated to helping residents navigate the technical side of disaster recovery. We are not a government agency and do not represent FEMA or any federal, state, territorial, or local government agency. We do not approve applications, determine eligibility, estimate benefits, or make decisions regarding disaster assistance. Those decisions remain solely with the appropriate government agencies.
Our role is to ensure that every applicant has the opportunity to submit the most complete, organized, and accurate application possible using information and documentation provided directly by the applicant.

We believe no resident should be left behind simply because they lack transportation, internet access, computer knowledge, or the ability to navigate complex application systems.
Recovery should be accessible to everyone.
What We Do
LAM provides personalized technical support before, during, and after the disaster assistance application process.
Our services include:
• Explaining disaster recovery programs and available resources.
• Conducting community outreach and home visits.
• Assisting residents with disaster intake interviews.
• Organizing applicant-provided documentation.
• Identifying missing or pending information before submission.
• Helping applicants navigate official online disaster assistance portals.
• Uploading required documents during the application process.
• Assisting with follow-up requests for additional documentation.
• Providing technical guidance throughout the recovery process.
• Offering assistance at homes, businesses, government offices, community facilities, shelters, and workplaces when appropriate.
Our approach is centered on meeting people where they are because recovery should never depend on someone's ability to travel to an office or understand technology.
Our Community Intake Process
To provide accurate and efficient assistance, LAM follows a structured intake process designed to protect applicants while ensuring information is collected carefully.
Our trained Intake Assessors conduct interviews using standardized intake forms during community outreach and home visits.
Their responsibility is to:

Gather information exactly as provided by the applicant.

Document disaster-related damages and circumstances.

Identify any required documents that may still be pending.

Ensure forms are complete and legible.

Protect the confidentiality of all applicant information.

Secure completed intake packets for processing.
Intake Assessors do not:

Complete official government applications.
-
Decide whether someone qualifies.

Promise approval or benefits.

Estimate award amounts.

Change or guess applicant information.
Once the intake packet is complete, it is securely transferred to LAM's trained Technical Specialists, who assist in the final technical process in assisting the applicant with the online application process.
Whenever identity verification, consent, multi-factor authentication, email verification, or other applicant authorization is required, the applicant participates directly either in person or by telephone.
This process helps ensure security, accuracy, transparency, and applicant participation throughout every stage.
